Information concerning the qualification received in non-EU countries


(§ 34 Act. No. 95/2004 Coll., on conditions for receiving and recognition of the basic qualification and the specialist qualification to perform the medical profession


of a  physician, dentist and pharmacist, as amended)
It concerns applicants who received their basic qualification in non-European Union countries, outside a country which is not a member state of the Agreement on the European Economic Area or the Swiss Confederation and their basic qualification was not recognized
by none of the mentioned states of the European Union.
In order to recognize the basic qualification of the above-mentioned applicants, there
is a need to pass the so-called qualification examination. Information concerning
the qualification examination is as following:
Each applicant must submit an application for the qualification recognition in accordance with § 34 Act. No 95/2004 Coll., on conditions for receiving and recognition of the basic qualification and the specialist qualification to perform the medical profession
of a physician, dentist and pharmacist. It is possible to send it via post to Ministry of Health of the Czech Republic to the address mentioned in the form footer. It is also possible
to bring it personally. In this case we can answer all your questions concerning the qualification examination at the same time.

Information concerning the recognition of the basic qualification or the specialist qualification of a physician, dentist and pharmacist to citizens
of the Czech Republic and citizens of other countries, who received their basic qualification or specialist qualification to perform the mentioned professions outside the European Union

The above-mentioned medical workers (applicants, who received their basic qualification outside the European Union, outside the Agreement on the European Economic Area


or the Swiss Confederation and their basic qualification was not recognized by none
of the mentioned states
of the European Union) are qualified to perform their medical profession on the territory of the Czech Republic:


  • on the basis of successful passing the qualification examination (the qualification examination is organized by Ministry of Health of the Czech Republic)

  • after proving medical fitness to perform the medical profession

  • after providing Ministry of Health of the Czech Republic with a criminal record

  • after proving a sufficient level of Czech language knowledge needed
    to perform the medical profession, both spoken and written
    (the ability
    to speak Czech on the level sufficient to perform the medical profession is tested during the qualification examination)


and all of this proceeds in accordance with § 34 Act. No. 95/2004 Coll., on conditions for receiving and recognition of the basic qualification and the specialist qualification
to perform the medical profession of a physician, dentist and pharmacist, as amended.
The qualification examination proceeds in accordance with the content and range
of knowledge determined in accredited master’s degree programmes realized by universities in the Czech Republic.

The application must include documents mentioned below:

  • officially verified copy (not original) of a translated document regarding the receiving of the basic qualification to perform the medical profession (the translation has to be done by a translator mentioned in the list of experts and translators of the Czech Republic).

  • officially verified copy of a certificate concerning the recognition
    of university education
    in accordance with the Act. No. 111/1998 Coll., regarding universities, as amended.

  • document confirming medical fitness to perform the medical profession (cannot be older than 3 months at the moment of presenting)

  • criminal record (cannot be older than 3 months at the moment of presenting)

  • copy of an identification card (not verified)

  • officially verified copy of a marriage certificate or a document concerning the change of surname (in case the applicant changed his or her name)

  • stamp worth 2000,- Kč

Regarding the fact that the third part of the qualification examination, the so-called basic medical practice, proceeds in the way that applicants have to perform the medical profession for 40 hours a week, in many cases applicants make a contract with a medical institution, it is recommended to be a holder of visa with particular code, which differentiate the purpose of stay in the Czech Republic and which enables applicants to be employed as a physician, dentist or pharmacist.


The control of this visa, which is needed for employment, including the responsibility for its contracting, belongs to the particular medical institution. For the need of an employer and for performing this medical practice, it is necessary to ask for the permission
of employment at a particular office.
Accurately filled-in application forms for the qualification examination together with the mentioned documents are accepted by Ministry of Health of the Czech Republic always by 28th February and by 28th August.
The date and place where the qualification examination is going to be held is usually announced at least 30 days prior to taking place of the qualification examination to all the applicants who submitted their applications to Ministry of Health of the Czech Republic together with the above - mentioned documents.
All the questions concerning the content and organisation of the qualification examination will be answered to the applicants in details at the moment of presenting the application at the Ministry of Health.

Changes valid from 1.7.2009
The qualification examination includes 4 parts:
- The first two parts consist of written tests (multiple-choice-questions done on computer):
a test of professional knowledge (120 questions, 2 hour limit to write the test), a test concerning the healthcare system of the Czech Republic and knowledge of particular acts regarding the Czech health care (50 questions, 50 minute limit to write the test). It is possible to undergo these two tests in the following languages: Czech, English, French, German and Russian.
- After the first two tests are successfully completed, the applicant advances to the third part which is five months of professional practice at any healthcare facility in the Czech Republic under the direct supervision of a physician with a specialist qualification. The applicant requests from the trainer a confirmation of the completion of the practice
and a short evaluation of the practice, which are then presented prior to taking part
in the fourth part of the qualification examination.
- The fourth part is an oral test of professional knowledge in front of a committee. (This part is to be passed only in Czech language).
 
There are additional fees for the qualification examination to be paid before each part:
1.written test: 1500 Kč

2.written test: 1500 Kč

Oral exam: 4000 Kč
For the first retry of the qualification examination there is a payment 10 000,- Kč. Second and each subsequent retry of the qualification examination is charged 15 000,- Kč. The payment of the fees is regulated by the Public notice (vyhláška) No. 188/2009.
