Dentist registration advice sheet
Country of qualification: Romania
This advice sheet is aimed to assist your application for full registration. It is for the use of nationals of Member States of the European Economic Area (EEA) or those entitled to be treated as such who hold a diploma in dentistry (or in some cases medicine) from Romania. A person is entitled to be treated as the national of an EEA State in the UK if they are the family member of an EEA national (other than a UK national) who is moving to work or reside in the UK. In addition to this advice sheet please read the guidance notes found at the end of the application form.

What the GDC will require




If applicable you may need to provide the following

  • A certificate of EEA compliance and

  • A certified copy of the original accompanying certificate for the primary dental qualification.

Where your documents are in a language other than English, they must be accompanied by translations into English by a qualified translator. The translator must provide his/her name and address and certify in English, that the translations accurately reflect the texts in the original language.


Please note that your full name must correspond on all documents. If your name has changed you must include documentary evidence (e.g. a certified copy of a marriage certificate).
Application form


  1. Registration Details: your personal declaration. The details that you complete will be those details which will be entered on the Dentists Register if your application is successful.




  1. Health and character declaration: the character reference must be provided by another professional such as a doctor, (but not the doctor who completes the health certificate on the form) a dentist or a lawyer who has known you for over one year and who is not a close member of your family. The character reference must be no more than three months old at the time the application for registration is completed.

The health certificate must be completed by a registered medical practitioner who is not a member of your family. The certificate must be no more than three months old at the time the application for registration is completed. Certified copies of documents:
The GDC will accept photocopies of your passport and your degree/diploma. The copies must be certified by someone entitled to practise law in their country, or by an authorised officer of an embassy or by a notary public (this does not include the police and civic officials).

The certified copy must state in English that the copy of a document “is a true copy of the original document”.

The certified copy must contain the name, profession, signature and address of the person certifying.
The person certifying must not be the applicant himself/herself, his/her spouse or a member of his/her family.

Certificate of EEA compliance

Training started after 1 October 2003
The dental qualification issued in Romania and listed in the table below is listed as a scheduled European diploma in Annex V of EEA Directive 2005/36/EEC on mutual recognition of diplomas, certificates and other evidence of formal qualifications of practitioners of dentistry. If the training began on or after 1 October 2003 the qualification is automatically recognised in the UK.
This means that from 1 October 2003 all persons undertaking education to become dentists in Romania must undertake training for this qualification and this qualification must meet the minimum training standards set out in the appropriate EEA training directive.
Training started before 1 October 2003
1 If the name of your dental qualification is the same as the one listed in the table below but your training started before 1 October 2003, you are entitled to automatic recognition of your qualification in the UK if


  • you can provide a letter from the competent authority in Romania confirming that your qualification meets the minimum training standards set out in Directive 2005/36/EEC; or

  • you can provide a letter from the competent authority of any EEA Member State confirming that you have lawfully practised dentistry in that country for at least three consecutive years in the last five years preceding the issuing of that letter and you are authorised to practise dentistry under the same conditions as holders of a qualification listed in relation to the state concerned in Annex V, point 5.3.2 of EC Directive 2005/36/EC.

2 If the name of your dental qualification is different from the one listed in the table below, you are entitled for automatic recognition of your qualification in the UK if




  • you can provide a letter from the competent authority in Romania confirming that your qualification meets the minimum training standards set out in Directive 2005/36/EEC and your qualification is treated equivalent to a scheduled European diploma listed under Directive 2005/36/EEC; or

  • you can provide a letter from the competent authority of any EEA Member State confirming that you have lawfully practised dentistry in that country for at least three consecutive years in the last five years preceding the issuing of that letter and you are authorised to practise dentistry under the same conditions as holders of a qualification listed in relation to the state concerned in Annex V, point 5.3.2 of EC Directive 2005/36/EC.

Dentists with evidence of formal qualifications in medicine awarded in Romania where their training began before 1 October 2003
If you have a formal qualification in medicine awarded in Romania and where training for that qualification began before 1 October 2003, your qualification will be recognised for practice of dentistry in the UK if


  • you can provide a letter from the competent authority in Romania confirming that you have lawfully and principally been engaged in dentistry in Romania for at least three consecutive years in the last five years preceding the issuing of that letter and

  • that you are authorised to carry out dentistry under the same conditions as holders of the dental diploma issued in Romania and listed under Annex V of Directive 2005/36/EEC.

If you have a dental qualification but can not meet the criteria listed above the GDC will undertake an assessment of all your dental qualifications, knowledge and skills to determine whether you have the requisite knowledge and skills for registration in the UK. Certificate of good standing

You must also provide a certificate of good standing.  The certificate of good standing must be issued by the competent dental authority of the country where you last worked as a dentist.  It should state that you are legally entitled to practise dentistry and that you have not been suspended, disqualified or prohibited from working as a dentist.

The certificate of good standing must be less than three months old at the time the application for registration is completed. 

The original certificate must be submitted.

If the certificate is not in English it must be accompanied by an authorised translation.

  • debit or credit card details;

  • a cheque drawn on a bank with a UK branch;

  • a banker’s draft, payable through a UK bank;

  • or United Kingdom Postal Orders.

Do I have to apply in person?

No. The completed application can be posted to this office.

How long will my application take?

Processing time for applications is published on the GDC website www.gdc-uk.org. The application process will be delayed if you do not provide all of the information that we require. The Council reserves the right to request a personal interview with an applicant if the Registrar is not satisfied with an application.



Can I work in the meantime?

No. It is illegal to practise dentistry in the UK before a registration number is issued.

How will I know when my registration is complete?

We will send an Original Registration Certificate to your address. You may also search the Dentists Register to check if your name is included in the Register.



Checklist:

  • all parts of the application form completed;

  • a certified copy of your passport;

  • a certified copy of your dental degree/diploma;

  • a certified copy of your professional licence;

  • an original certificate of good standing;

  • an original certificate of EEA compliance;

  • evidence of name change if required;

  • translations of documents (that are in a language other than English); and

  • the fee.
