NOTICE OF INTENT TO MAKE A NONCOMPETITIVE PURCHASE
November 3, 2014
The State of North Dakota intends to make a purchase for which we believe there is limited or no competition. The purpose of this notice is to attempt to identify possible alternatives.
Requestor: Department of Health, Division of Disease Control
Purchase Description: The Department of Health, Division of Disease Control is seeking information technology project management services. Skilled information technology project management, in accordance with national and state standards, is required in order to ensure that North Dakota Immunization Information System (NDIIS) projects are successfully completed on-time and on-budget. The project manager will be responsible for creating schedules and scopes, identifying risks and issues, escalations, and project status and financial reporting. In addition, the project manager will need to develop contracts, work with external vendors, organize meetings and conference calls, and participate in applicable meetings and conferences. The individual will need to manage multiple NDIIS projects at one time and balance the needs of many external stakeholders. The project manager will work closely with the North Dakota Department of Health (NDDoH) immunization program, North Dakota Health Information Network (NDHIN), and Noridian Mutual Insurance Company (NMIC) to coordinate activities associated with the NDIIS.

Estimate of 35 hours per week November 17, 2014 through August 31, 2015
Estimate of 25 hours per week September 1, 2015 through August 31, 2016
Estimate of 10 hours per week September 1, 2016 through August 31, 2017

With more than ten years of experience, Mark Molesworth has extensive knowledge about information technology project management. Specifically, Mark has extensive experience with managing past projects to connect electronic medical records to the NDHIN and the NDIIS. He has significant knowledge about Health Level 7 (HL7) standards and specifications and Centers for Medicare and Medicaid (CMS) Meaningful Use requirements. Mark also has experience working with key stakeholders, including NMIC, North Dakota Information Technology Department, NDDoH, and the Centers for Disease Control and Prevention. Based on his knowledge and experience, he would require little to no training and would be able to implement successful project management immediately; this is critical to the projects, as they are short term projects funded through federal cooperative agreements.
