Career Program CP53: Medical


DEFINITION:
Career Program 53 (CP53) is comprised of a 35,000+ Civilian personnel workforce assigned to 97 diverse occupational series in a variety of functional areas throughout the Army Medical Department (AMEDD). CP53 employees work in varied medical settings to include headquarters; major subordinate commands; Army fixed hospitals; dental facilities; preventive health; medical research, development, and training institutions; and veterinary facilities. Civilian personnel assigned include the full range of General Schedule, Wage Grade, SES, ST, SL, and other special pay categories engaged in hands-on health care; medical research and development; test evaluation; school administration and training; medically related logistical support; facilities and equipment maintenance; and administrative and/or management support activities.
The Surgeon General serves as the CP Functional Chief and the AMEDD Civilian Corps Chief serves as the Functional Chief Representative.
Functional Groups:
The large number of similar occupational series has prompted the establishment of seven (7) occupational groups to address the functional diversity of the CP53workforce. The occupational groups identify major functional groupings of similar occupations and as such, are subject to change in order to reflect the composition of the CP53 workforce.

Career Program Designation:
Managers assign Career Program designation to positions based on a comparison of duties and assigned responsibilities to the description of CP53 Medical Duties and Responsibilities below. When the preponderance of duties are representative of those described below, the position description should be coded CP53 and this decision will reflect in both FASCLASS and in the Defense Civilian Personnel Data System (DCPDS). When questions arise over the appropriate career program designation – the manager should contact the CP53 Career Program Management Office staff at 210-221-9909 or 221-1333 (DSN 471) for guidance. The servicing CPAC HR Advisor can assist in documenting the career program designator as required.

CP53 Medical Duties and Responsibilities: This group includes all classes of positions the duties of which are to advise on, administer, supervise, or perform research or other professional and scientific work, subordinate technical work, or related clerical work in:


  • The 0000 – Miscellaneous Occupational Group, currently, this includes positions in the 0089 Emergency Management Series assigned to US Army Medical Command (MEDCOM).







  • The 0300 – General Administrative, Clerical, and Office Services Group requiring medically-related competencies and usually assigned to US Army Medical Command (MEDCOM). Series include 0301, 0303, 0340, and 0343.




  • The 0400 – Natural Resources Management and Biological Sciences Group, to include, General Biological Science, Microbiology, Pharmacology, Zoology, Physiology, Entomology, Toxicology, Genetics, and Animal Science.




  • The 0600 – Medical, Hospital, Dental, and Public Health Group to include:

    • Medicine and Surgery

    • Dentistry, to include Dental Officers, Dental Assistants, Dental Hygienists, and Dental Lab Technicians

    • Nursing, to include Registered Nurses, Licensed Practical Nurses, Nursing Assistants, and Medical Supply Technicians

    • Pharmacy, to include Pharmacists and Pharmacy Technicians

    • Patient care services such as Physician Assistants, Dieticians, Occupational and Physical Therapists, Laboratory Services, Radiology, Optometry

    • Patient support, such as Patient Administration, Health Systems, Hospital Housekeeping, Industrial Hygiene, Public Health




  • The 0700 – Veterinary Medical Science Group, including positions that investigate, inspect, and deal with animal diseases, animal pollution, contamination of food of animal origin, health and safety of imported animals and animal products, safety and efficacy of many animals, as well as human, drugs and biological products, and cooperative enforcement activities involving both the public and private sectors.




  • The 0800 – Engineering and Architecture Group to include:

    • 0856, primarily Electronics Technician (Biomedical) positions performing biomedical equipment repair. These positions are usually assigned to US Army Medical Command.

    • 0858, primarily Biomedical Engineer positions performing medical-related duties. These positions are usually assigned to US Army Medical Command.




  • The 0900 – primarily 0962 Contact Representative positions performing medical-related duties (Physical/Medical Evaluation Board, Casualty Assistance, Warrior Transition, Medical Benefits). These positions are usually assigned to US Army Medical Command.




  • The 1000 – Information and Arts Group to include: 1083 primarily positions performing medical-related Technical Writer or Technical-Editor duties. These positions are usually assigned to US Army Medical Command.




  • The 1300 – Physical Sciences Group, primarily 1306 Health Physicist positions. These positions are usually assigned to US Army Medical Command.




  • The 1500 – Mathematical Sciences Group, to include:

    • 1530 Statistician (Health) or Statistician (Medicine) positions. These positions are usually assigned to US Army Medical Command.

    • 1531 Statistical Assistant. These positions are usually assigned to US Army Medical Command.




  • The 1700 – Education Group, primarily positions in the 1725 occupational series performing Public Health Education duties. These positions are usually assigned to US Army Medical Command.




  • The 1800 – Inspection, Investigation, Enforcement, and Compliance Group, to include:

    • 1801 primarily positions performing medical-related duties (Animal Use Review, Food Inspection, Human Research, Regulatory Compliance, and Quality Management). These positions are usually assigned to US Army Medical Command.

    • 1802 primarily positions performing medical-related duties in support of (Animal Use Review, Veterinary Subsistence, Sanitary Compliance, and Forensic Toxicology). These positions are usually assigned to US Army Medical Command.

    • 1863 primarily positions performing Food Inspection duties. These positions are usually assigned to US Army Medical Command.




  • The 1900 – Quality Assurance, Inspection, and Grading Group, primarily positions in the 1910 Quality Assurance series performing specialized work in subsistence, clinical trials monitoring, or forensic toxicology.




  • Trade, Craft, or Labor Occupations to include:

    • Animal Caretaking

    • Custodial Working

    • Insects Production Working

    • Laboratory Working

    • Medical Equipment Repairing

    • Prescription Eyeglass Making
