The REGULAR MEETING of BROWN TOWNSHIP TRUSTEES convened in regular session from 6:30 P.M. to 7:50 P.M. in the BROWN TOWNSHIP HALL. CHAIRMAN JOSEPH V. CHIURCO called the meeting to order with the following members and visitors present:

MARCH 21, 2016 MEETING

GENERAL: MR JASON MORRIS A RESIDENT FROM LINDEN ROAD ATTENDED WITH A COMPLAINT

ABOUT THE ACTIONS OF A ROAD EMPLOYEE. HE EXPLAINED THAT A TREE HAD FALLEN DOWN

ON THE ROAD. HE TOLD THE BOARD THAT HE HAD MOVED THE TREE OFF THE ROAD BUT WAS

IN THE PROCESS OF CUTTING THE TREE UP. THEN THE ROAD WORKER CAME WITH THE BACK-HOE

AND MOVED THE TREE DOWN OVER THE STEEP EMBANKMENT. THE TWO EXCHANGED WORDS

AND THEN LEFT. MR MORRIS ALSO HAD COMPLAINTS ABOUT THE POOR ROAD CONDITIONS.

TRUSTEE JOE CHIURCO APOLOGIZED FOR ANY IMPROPER WORDS AND ACTIONS BUT HE TOLD

MR. MORRIS THAT THE EMPLOYEE WAS DOING WHAT HE WAS INSTRUCTED TO DO. THEN THE

TRUSTEES WENT ON TO EXPLAIN THAT THE TOWNSHIP WAS DOING THE BEST THEY COULD

WITH THE LIMITED FUNDS FOR ROAD REPAIRS AND MAINTENANCE.


MR. EVAN KOHLER FROM THE USDA RURAL DEVELOPMENT ATTENDED THE MEETING TO DO A

COMPLIANCE REVIEW AS REQUIRED BY USDA FOR THE CURRENT LOAN.


MR JEFF HEINRICH FROM TREASURER JOSH MANDEL OFFICE GAVE A DEMONSTRATION FOR THE

OHIOCHECKBOOK. AFTER THE DEMONSTRATION TRUSTEE ED CLARK MADE A MOTION TO MOVE

FORWARD WITH THIS AND THE MOTION WAS SECONDED BY TRUSTEE RYAN IRWIN. BOARD ALL

IN AGREEMENT.


MR PAUL ROBERTSON ATTENDED WITH CONCERNS ABOUT ALL THE ROADS TOWNSHIP, VILLAGE

AND COUNTY. HE FELT THAT ALL ENTITIES NEED TO TAKE A PROACTIVE APPROACH TO THE

ROADS INSTEAD OF A REACTIVE APPROACH. THE BOARD EXPLAINED THAT THE COST OF MATERIALS HAS INCREASED SO MUCH THAT WITHOUT ADDITIONAL ROAD LEVY THE

TOWNSHIP CAN NOT PROVIDE A PROACTIVE APPROACH. TRUSTEE CLARK TOLD MR. ROBERTSON

THAT THE TOWNSHIP HAS LOST REVENUE, ESTATE TAX DOLLARS, AND PERSONAL PROPERTY TAX MONIES, DUE TO THE STATE BUDGET CUTS. BOARD ALSO TOLD HIM THE TOWNSHIP RECEIVES LESS THAN A NICKEL FOR EVERY $1.00 OF THE REAL ESTATE TAX EACH RESIDENT PAYS THE LARGEST PORTION IS GOING TO THE SCHOOL.
TRUSTEE ED CLARK TOLD THE BOARD OF THE COUNTY HEALTH BOARD MEETING ON APRIL 7, 2016 @6:00 AT THE HEALTH DEPARTMENT.
TRUSTEES ED CLARK AND RYAN IRWIN REMINDED THE BOARD OF THE NEXT MEETING FOR THE

CHANGE IN THE WAY THE LOCAL GOVT FUNDS ARE DISTRIBUTED. THE MEETING WILL BE HELD

APRIL 14, AT THE CENTER TOWNSHIP GARAGE @7:00 AT LEAST ONE TRUSTEE SHOULD ATTEND.
TRUSTEES AGREED TO APPOINT TRUSTEE RYAN IRWIN TO SERVE ON THE B&M AMBULANCE BOARD AS THE BROWN TOWNSHIP REPRESENTATIVE.
TRUSTEE CLARK MADE MOTION TO ADVANCE MONIES FROM GENERAL TO ROAD & BRIDGE TO

COVER THE COST OF OUTSTANDING BILL OWED TO WRIGHT TRUCKING. THE MOTION WAS SECONDED BY TRUSTEE CHIURCO BOARD ALL IN AGREEMENT.


CEMETERY: TRUSTEE RYAN IRWIN MADE MOTION TO DONATE $150.00 TO BOTH THE MINERVA

& MALVERN AMERICAN LEGION TO HELP WITH MEMORIAL DAY EXPENSES. THIS WAS

SECONDED BY TRUSTEE CLARK. BOARD ALL IN AGREEMENT.
ALL WINTER GRAVE DECORATIONS MUST BE REMOVED FROM GRAVES BY APRIL 1, PER

RULES AT TIME OF PURCHASE.

The meeting was adjourned till April 18, 2016 at 6:30 P.M. at the BROWN TOWNSHIP HALL.
