GUIDE FOR CLEARANCE OF FOREIGN CITIZENS VISITING NORWAY - INSTRUCTIONS

1Introduction


A visit to any Norwegian Defence Unit or establishment requires clearance in advance.

Nations with service attachés accredited to Norway present their requests through their military representation to Headquarters Defence Command Norway.

Nations not having such representation, present their requests to the Royal Ministry of Foreign Affairs.

2Definitions

2.1Establishments


A common term for military camps, bases, stations, headquarters, ships, training establishments, construction sites, storage plants and depots.

2.2Foreign citizens


Foreign citizens are defines as one ore more military or civilian persons of non-Norwegian nationality. (Military units participating in a scheduled exercise are not included).

3Requests for visits


Requests for visits to the Norwegian Defence Research Establishment (NDRE) or to Norwegian Defence Estate Agency (NDEA) should be submitted directly to the agency concerned.

For visits within the framework of a bilateral agreement (MOU), the directions in the agreement are to be followed.

Requests for visits should be presented to the relevant authority not later than 30 days prior to the entry into Norway.



  • Note: When planning a visit, please avoid the period from week 25 to week 33 inclusive (mid June to mid August), weekends and national holidays.

The request must contain the following information:

  1. Rank/title

  2. Family name and given names

  3. Nationality

  4. Home address

  5. Date of birth

  6. Passport number/ID card number

  7. Defence establishment to be visited

  8. The purpose of the visit

  9. Date and duration of visit

  10. Previous agreement for the visit

  11. Security clearance (for citizens from NATO nations with whom Norway has a security agreement)

  12. If using a military vehicle when entering Norway, the following information is required:

  • type of vehicle

  • registration number

  • time and place of entry and departure

  • road numbers to be used

  1. Request for permission to wear uniform is desired.

4Procedures for a visit application, security clearance and the implementation of a visit

4.1A military Commander’s visit


Visits in this category are subject to the approval of Chief of Defence Norway. Military commanders are defined as general/flag officers of 2 stars and above. The visit of a military commander of non-allied nation in lower rank, is also subject to the same approval.

4.2Visits related to existing agreements (MOU)


Visits in this category are cleared and implemented in accordance with the agreement.

HQ DEFENCE COMMAND NORWAY (HQDEFCOMNOR)/Secretariat will be advised.


4.3NATO visits related to general cooperation


Visits in this category are subject to the approval of Chief of Defence Norway or designated authority.

An application for a visit should be directed to HQDEFCOMNOR/Secretariat. It should be there no later than 30 days prior to the applied visit.

HQDEFCOMNOR/Secretariat will without delay present the application to the relevant authorities, including the Security Staff, to establish whether the visit can be made or not. If so, the matter will be presented to Chief of Staff/HQDEFCOMNOR for approval. HQDEFCOMNOR/Secretariat will then advise the applicant of the decision. If the visit is approved, further coordination and compilation of a visitor’s programme will be made in collaboration with the institutions to be visited.

If the visit comprises several staffs, units or other institutions, a main programme will normally be compiled by HQDEFCOMNOR/Secretariat. If considered practical, the main programme could be compiled and implemented by Service Staffs, Materiel Commands etc.

In addition local programmes will be made if necessary.

4.4NATO training or exercise visits


Visits in this category are approved by COMJTFNON/COMSONOR.

4.5Accredited attaché visits


Visits in this category are normally approved by the Chief of Defence Norway and staff handled by the Foreign Liaison Office (FLO). Short, informal visits by attachés from allied countries to HQDEFCOMNOR and units in the Oslo area are subject to clearance by the FLO in cooperation with HQDEFCOMNOR/Security.

4.6Commercial/trade visits


Visits in this category are subject to the approval of the Chief of Defence Norway or designated authority.

Procedures for visits in this category are found under paragraph (4.3) above.


4.7Information and/or study visits


As above.

NOTE: After the local commander has given his permission for the visit, the unit/person to be visited will appoint a Point of Contact (POC). The Appointment of a POC should be regarded as a permission to deal directly with that person for the further planning of the visit.

Detailed instructions for completion of Request for Visit

These detailed instructions are guidance for the visitors who complete the RFV in the case of one-time visits or by the agency or facility security officer in case of recurring visits in the framework of approved program’s or projects. Since this RFV-format is designed for manual as well as for automated use it is required that a corresponding distinction is made in the completion of some items. When this distinction is applicable reference is made in the text of the item under "Remark(s)".


Heading: In case of a manual application mark the appropriate box in left and right column.
1.ADMINISTRATIVE DATA Do not fill in (to be completed by requesting Embassy).
2.REQUESTING GOVERNMENT Mention full name and postal address;

AGENCY OR INDUSTRIAL include city, state, postal zone, as

FACILITY applicable.
3.GOVERNMENT AGENCY OR Mention full name and full address;

INDUSTRIAL FACILITY TO BE include city, state, postal zone,

VISITED telex or fax, telephone number. Mention the name

contact or the person with whom you have made

the appointment for the visit.


Remarks:
1) Mentioning the correct postal zone (zip code) is very important because there can be different facilities of the same company.


  1. In case of an automated application only 1 agency or facility can be stated.

3) In case of a manual application, an annex can be used when two or more agencies or facilities have to be visited in the framework of the same subject. When an annex is used, item 3 should state: "SEE ANNEX, NUMBER OF AGENCIES/FAC.:.." (state number of agencies/ facilities).
4.DATES OF VISIT Mention the actual date or period

(date-to-date) of the visit by "day-month­-year". If

applicable, place an alternate date or period in

brackets.

5.TYPE OF VISIT Mark one item of each column as indicated. Government initiative will be specified only if the visit is in support of an authorized government program, which must be fully described in item 8.
6.SUBJECT TO BE DISCUSSED/ Give a brief description of the JUSTIFICATION subject(s) motivating the reason of visit. Do not use unexplained abbreviations.
Remarks:
1) In case of a recurring visit this item should state "Recurring Visits" as the first words in the data element (e.g. Recurring Visits to discuss....)
2) It is strongly advised to repeat the subject to be discussed and or the justification of the visit in the language of the receiving country.

NAT: enter nationality and/or citizenship in 2-letter-code in accordance with the General Instructions paragraph 1.4.

POSITION: Mention the position the visitor holds in the organization (e.g., director, product manager, etc.)

COMPANY/AGENCY: Mention the name of the government agency or industrial facility that the visitor represents (if different from item 2).

Remark: Item 11 and 12 may be filled in by the appropriate official of the Embassy of the requesting country.
13.REMARKS
a. This item can be used for certain administrative requirements (e.g. proposed itinerary, request for hotel, and/or transportation).
b. This space is also available for the receiving NSA for processing, e.g., "no security objections", etc.
c. In case of an Emergency Visit the name, telephone and fax numbers of the knowledgeable person ( Doc. 7, section II, point 2a ) should be stated.
d. In case a special briefing is required, the type of briefing and the date that the briefing was given should be stated.
