Objectives:


      1. To decide the broad policy framework for effective application of biotechnological and related scientific approaches for research & development and sustainable utilization of bioresources especially for the development of new products and processes.

      2. To develop a scientific plan of action for contributing to the economic prosperity of the nation through accelerated research & development using the modern tools of biosciences. The scientific programmes to be undertaken under the guidance of the Board would be inter-disciplinary, inter-institutional, and time bound with clear-cut milestones. Some illustrative areas include:

      3. To evolve effective ex-situ conservation strategies for bioresources of potential scientific and economic value,

      4. To develop predictive groupings of biological resources through well-established molecular lineages,

      5. To construct gene maps of bioresources that can be used for locating useful genes,

      6. To promote the use of biological software in the management of agricultural pests and pathogens,

      7. To promote value addition to bioresources,

      8. To train human resource for the achievement of above objectives,

      9. To strengthen bioinformatics vis-à-vis bioresources

The programme will encourage the creation of partnerships to bring together Indian and US public and private institutions to pursue agricultural biotechnology research projects of mutual interests. DBT and the USAID would be the coordinators of Indian and US side respectively.




  • Role of the Affiliated Body (Advisory / Managing / Executive/Others)

Review programme plans, and recommend new areas of cooperation, taking into account recommendations from technical workshop and collaborating scientists and prospects for partnership between Indian and US public and private institutions. To identify funding requirements and sources and address issues referred by the Executive Agents/secretariat, making recommendations as appropriate. Also to monitor and evaluate the programme, creating ad-hoc sub-committees or evaluation committees as appropriate.

The Indian side of JWG is lead by an eminent scientist in the area of Agriculture Biotechnology. The working group has 10-12 other members from different institutions including advisor from DBT and having expertise in related disciplines. The terms of the reference of the above committee are as follows-

(i) The PAC will evaluate the scientific and technical merit of the short-listed proposals submitted.

(ii) It will recommend the specific proposals for fiancial support by the DBT alongwith the level of funding

(iii) It will critically examine and monitor the progress of the “Centres of Excellence” vis-à-vis the objectives and milestones and recommend corrective measures as and when required

(iv) It will recommend on-the-spot evaluation / site visits as and whenever deemed necessary

(v) The PAC may constitute its Sub-Committee(s) in specific areas as and when required, to evaluate the scientific and technical merit of the proposals as well as monitoring the progress of the centre.

(vi) The PAC will be an independent high powered committee. There will be no financial ceiling for recommending the proposals for funding. The proposals recommended by PAC will not require the approval of Biotechnology Research and Promotion Committee (BRPC) for funding by the DBT. However, SFC/EFC procedures, as prescribed, will be followed.

Name and address of the Affiliated Body: Review Committee on Genetic Manipulation (RCGM), constituted by Department of Biotechnology under the Rules-1989 of Environment Protection Act, 1986.
Type of Affiliated Body (Board, Council, Committees, Other Bodies): RCGM is a committee consisting of experts in the area and statutory members.
Brief Introduction of the Affiliated Body (Establishment Year, Objective/ Main Activities): RCGM is a statutory committee established by the Department in the year 1993. The main objectives and functions of the committee as are:


    • To bring out manuals of guidelines specifying producers for regulatory process
      on GMOs in research, use and applications including industry with a view to ensure environmental safety.

    • To review all on going r-DNA projects involving high risk category and controlled field experiments.

    • To lay down producers for restriction or prohibition, production, sale, import & use of GMOs both for research and applications.

    • To permit experiments with category III risks and above with appropriate
      containment.

    • To authorize imports of GMOs/ transgenes for research purposes.

    • To authorize field experiments in 20 acres in multi-locations in one crop season
      with up to one acre at one site.

    • To generate relevant data on transgenic materials in appropriate systems.

Brief Introduction of the Affiliated Body (Establishment Year, Objective/ Main Activities): Expert committee established by the Department in the year 2002. The main objectives and functions of the committee as are:
i) To examine, evaluate and recommend for financial/logistical support in the proposals relating to the establishment of the biotechnology parks, biotechnology incubators, training and pilot projects received from various States and other organizations.

ii) To work out the modalities for the identification, implementation and review with suggestive course corrections etc. for the projects on biotech parks, technology incubators and pilot projects etc. with a aim to identify sunrise sector within the knowledge based biotech industries.

iii) The Committee can form sub-groups, can co-opt special members/invitees to fulfill its mandate.

iv) To suggest sourcing of funds other than DBT as well as identifying resource persons for the fulfillment of achievements proposed in a particular biotech park with its main identified thrust area(s).

v) To work out avenues for networking of the project with various National Institutions/Universities/NGOs for optimal utilization of the facilities created in the project/park.

vi) To suggest ways to comply various regulatory issues, clearances for the biotech projects and for self-sustaining of the park/project on a long-term basis.
